Its company page states Outseer was created in June 2021 when RSA's Fraud & Risk Intelligence unit became a standalone brand, and a 2025 release is datelined Burlington, Massachusetts.

The Outseer Platform pairs a Risk Engine, which uses event data, device IDs, geo-IP and behavioral biometrics, with a consortium Global Data Network. Products include Fraud Manager, 3-D Secure and FraudAction takedown. Logos on the site include Bank Islam and Bank Muamalat in Malaysia.
